		<description>No charter or government, however auspicious its beginnings and heritage, can ever withstand the pressures a citizenry determined to ignore its provisions.  It is only through the vigilance of the people that government can be restrained.

Vigilance of this nature only exists as a product of what is in the hearts and minds of the people.  If the people no longer value the principles defined in the charter, government will track a course that leads elsewhere with only a marginalized few calling for a return to the agreements of yore.</description>
